In August 2005, General Secretary Xi Jinping for the first time proposed the important statement that "lush mountains and clear waters are invaluable assets", which is a key theory and typical judgment of Xi Jinping's thought on ecological civilization. In September 2013, General Secretary Xi Jinping put forward the "Belt and Road" initiative, in which countries along the Belt and Road strengthened dialogue, consultation and exchanges in economy, culture and education, opening up new prospects for cooperation, development and common prosperity. However, the risks and challenges facing Belt and Road and green development remain prominent. The level of international cooperation in ecological water conservancy and new energy cooperation needs to be improved, and the conditions for addressing climate change and energy crisis are stricter. It is urgent to build green "Belt and Road" and promote cooperation between ecological water conservancy and new energy.
Xi'an University of Technology is based in the northwest and conducts scientific research on water conservancy and hydropower throughout the country. It has achieved fruitful results in national strategies and a series of major engineering technologies, such as comprehensive management of the Loess Plateau, ecological protection and high-quality development of the Yellow River Basin, water diversion along the Daxi Line, rural revitalization and sponge city construction, multi energy complementarity of water, wind, and solar energy storage, major hydropower equipment, and characteristic dam construction technology. Xi'an University of Technology has made due contributions to the cooperation between ecological water conservancy and new energy, reflecting its mission and technological strength as a water conservancy ecological and new energy development institution in the northwest region of China.
